Five Minute Face
You'll see some of the usual suspects on there, including moi back when I wrote under the name Josephine.
The Lipstick Page was the first place I ever saw this phrase. I'm not 100% sure who invented it, but at that time, no one was talking about quick makeup routines. Makeup back then meant a "full face": foundation, powder, blush, eyeshadows, eyeliner, mascara, brow pencil, lipliner, lipstick...and possibly gloss over that. If you didn't have time to do all that, you were somehow missing something.
I had to smile when I saw this:
